CHATS, or the Charleston Area Transportation Study, oversees transportation planning and
programming of improvements for the Berkeley-Charleston-Dorchester urbanized area in coordination
with SCDOT and the local cities and counties. The BCDCOG also performs transportation planning
functions for the non-urban areas of the region. The planning process results in two primary
documents that establish regional transportation objectives – the Long Range Transportation Plan
(LRTP) and the Transportation Improvement Program (TIP).
CHATS study area contains all of the land expected to be urbanized within the next 20 years.
Currently it covers approximately 800 square miles in the Charleston metropolitan region.
